Endorsement as Normative Documents and Transition Deadline for ICAO CORSIA
|
The General Assembly, acting on the recommendation of the Technical Committee, agreed via e-ballot on 04 July 2024 to endorse the ICAO CORSIA scheme documents SARPs, Annex 16, Volume IV (2nd edition) and Doc 9501 Environmental Technical Manual, Volume IV (3rd edition), as normative documents. The scheme requirements are in line with the ISO 14065:2020 and ISO 14064-3:2019 standards.
The transition timeline for this scheme has passed, as the updates became applicable on 01 January 2024 and the ICAO deadline for the submission of verified emissions reports ended on 30 April 2024. No additional transition arrangement is needed for the ICAO CORSIA sub-scope, and accredited verification reports for 2023 CO2 emissions are considered under the scope of the IAF MLA for ICAO CORSIA.

Non-accredited Validation and Verification, where the VVB is Accredited for the Same Scope
|
The General Assembly, acting on the recommendation of the Technical Committee, resolved that IAF Accreditation Body members shall have legally enforceable arrangements with their accredited VVBs for validation and verification that prevents the VVB from issuing non-accredited validation and verification statements/opinions in scopes for which they are accredited. The enforceable arrangements between the AB and the VVB shall require implementation within 18 months from October 17, 2024. VVBs for validation and verification shall include the accreditation symbol and/or make reference to the accreditation status of the VVB including the identification of the AB on the validation or verification documentation (e.g. report, statement/opinion) for all engagements commencing 36 months from October 17, 2024.
Note: Any exception to the use of the accreditation symbol or reference to the accreditation status must be justified to the AB by the VVB, and if accepted by the AB, the validation and verification is still considered accredited (ref IAF GA38_8.1).

|
The General Assembly noted that the Asia Pacific Accreditation Cooperation (APAC) and the European co-operation for Accreditation (EA) have completed the transitional arrangements mandated by the IAF General Assembly Resolution 2023-27 for the adoption of ISO/IEC 17029 as a Level 3 standard within the IAF Multilateral Recognition Arrangement (MLA).
The new Level 3 ISO/IEC 17029 within the IAF MLA shall inherit the validity date of recognition from the previous IAF MLA Level 3 for the ISO 14065 scope, thereby ensuring a seamless transition and continuity in the recognition status of accreditations.

The General Assembly noted that the IAF-Foodplus MLA Memorandum of Understanding (MoU) had been approved by letter-ballot. In accordance with this MoU and IAF PL3 Policies and Procedures for the Expansion of the Scope of the IAF MLA:2023, the following GLOBALG.A.P. certification scheme has been endorsed as an IAF MLA sub-scope under the Main Scope of Product certification – ISO/IEC 17065.

|
The General Assembly noted that the IAF-BRC Trading Limited MLA Memorandum of Understanding (MoU) had been approved by letter-ballot. Therefore, in accordance with this MoU and IAF PL3 Policies and Procedures for the Expansion of the Scope of the IAF MLA:2023, the following BRCGS Certification Scheme has been endorsed as an IAF MLA sub-scope under the Main Scope of Product Certification – ISO/IEC 17065.

|
The General Assembly congratulated the following members elected as IAF Committee Chairs for a three-year term ending at the 2027 General Assembly:
• Kevin Belson (UKAS) elected as Technical Committee (TC) Chair for a second three-year term.
• Fei Yang (CNAS) elected as Development Support Committee (DSC) Chair for an initial three-year term.
• Brahim Houla (GAC [GCC]) elected as MLA Committee (MLAC) Chair for an initial three-year term.
• Marcus Long (IIOA) elected as Communications and Marketing Committee (CMC) Chair for an initial three-year term.
Notes:
1. The Director Representing Low and Medium Income Economy ABs is automatically a Co-Chair of the Accreditation Body Information Exchange Group (ABIEG) as per IAF PL5.

Membership of the Financial Oversight Committee (FOC)

The General Assembly agreed to appoint Ms. Amy Gensicke (IAS) for an initial term as a FOC Accreditation Body Member for the complete years of 2025, 2026, and 2027. The General Assembly agreed to appoint Mr. Ivan Savov (EFAC) for an initial term as a FOC Association Member for the complete years of 2025, 2026, and 2027.

Establishment of Global Accreditation Cooperation and Appointment of Officers
|
The Joint General Assembly, based on the positive ballot results of the Global Accreditation Cooperation (GLOBAC) Constitution and General Rules, endorses the recommendation of the Joint Executive Committee to establish GLOBAC with the following body corporates: ISRAC, ACCREDIA, ema, and ANAB. It also agrees to appoint the ILAC Chair, IAF Chair, IAF Vice-Chair, ILAC Vice-Chair, IAF Secretary, and the IAF Treasurer as officers of GLOBAC, as required for its legal registration in New Zealand.

|
The Joint General Assembly endorses the recommendation of the Joint Executive Committee that the Steering Committee, reporting to the Joint Executive Committee, continue with the development of GLOBAC. A contractor will be engaged for this project, with costs shared equally by IAF and ILAC.
